Overview
Saudi Arabia is advancing eVTOL deployment on two parallel tracks. First, at Dubai Airshow 2025 (November 2025), Archer Aviation signed an MoU with The Helicopter Company (THC, a PIF company) and Red Sea Global (RSG) to establish a regulatory sandbox for Midnight eVTOL test flights, assessing aircraft performance, operational feasibility, regulatory alignment, and passenger acceptance, with Red Sea Global's regenerative tourism destinations as the initial operating environment. Second, Saudi Arabia's national aviation regulator GACA signed a separate agreement with Archer to create a formal regulatory pathway for eVTOL deployment modeled on the FAA's eIPP program, targeting early operations in Riyadh, Jeddah, and Red Sea Global gigaprojects in support of Saudi Vision 2030. This represents one of the fastest-moving national regulatory programs globally for eVTOL commercialization.
